An act passed by the General Assembly of Virginia on February 23, 1849, separated the city from the county, placing schools under the control of a separate and independent board.¹

"Thus the first public school system introduced into the southern states was that of Ohio County, Virginia; and the first public school established in the South was the Third Ward Public School in the city of Wheeling... What an innovation!" ²
