Proposed Chapline Street Interpretive Sign Information Page

Chapline Street: Due to “Jim Crow” segregation, Wheeling’s African American community was compelled to form its own neighborhoods, the primary of which stood on Chapline between 11th St. and the Lincoln School. Unwelcome in White establishments, Wheeling’s Black citizens created their own vibrant city within a city, featuring, in addition to a school, doctors, lawyers, restaurants, theatres, lodging places, hairdressers, barbers, and retail stores. We propose a neighborhood interpretive sign -- much like those already placed by Wheeling Heritage -- for other Wheeling neighborhoods, for Chapline Street.
